For what it's worth, if you try to do an improperly aligned write, e.g. a 16-bit write to an address that ends in an odd value, most cheat devices, including the CB, will force it to proper alignment. That may or may not lead to a code that works, but they favor silent corrections over error messages or having the game crash outright.
If you hand the CB a code like 10454871 00000022, prior to copying it to the list of active codes, it will bit-wise AND the address with 0xFFFFFFFE. So the actual code it executes is 10454870 00000022. If you break this up, what you get is the value 0x00 being written to the byte at 0x454871 and 0x22 at 0x454870, which in your case was close to what you actually wanted, even if you were unaware.

NOTE: This will only work in matches involving 6 wrestlers. The referee's player position changes based on the number of wrestler's involved in a match. If there are 2 characters (with no interference), the referee's position is Player 3. If there are 3 characters, the referee's position is Player 4, ETC. The best way to think of this code is like a Player 7 Character Status Modifier. Setting the value at "00" will make the referee attack everyone. Even if there referee is classified as a wrestler, there will be an invisible referee counting pinfalls, doing out of the ring counts, submissions, & even to call DQ's. With the referee classified as a wrestler, he can pin others & be pinned. See the notes posted for the values under the "Player 1 Character Status Modifier" code.

I went ahead & made changes to those codes. I made sure to test them before making those changes. The codes work as I originally posted them. After changing the 1st digit from a "1" to "0", in order for the code to still work, I had to subtract "1" from the 8th digit (making the controller codes "0" instead of "1" & the status codes "4" instead of "5"). I initially thought that these needed to be accompanied with another code, but it turns out I was wrong about that.
Player 1 Side Modifier

NOTE: These determine which side a player is on. In order for two or more players to be on the same side or team, they will need to have the same value. If they have a different value, they will be opponents & can pin or submit each other. For Example: Normally you can play a 1-on-3 Handicapped Match, but it won't let you play a 1-on-3 Handicapped Tag match. You would take Player 1's value & set it at "00". Player 2, 3, & 4's value would be set at "01". Then when you start a tag team match, you'll notice that Player 1's partner (Player 3) is siding with the other tag team. Instead of all three of them ganging up on you at once, they have to be tagged in. You can also set the values to create other match type combinations. Be careful when using it in an 8-Man Battle Royal, its a little bit buggy. I played a 1-on-7 Battle Royal. It seemed as if the CPU's movements were all synchronized for the other seven players. This can also affect the referee. If you are playing a 1-on-1 match with no interference, the referee is Player 3. If there are 3 players in a match, the referee is Player 4. If there are 5 wrestlers, the ref is Player 6. ETC. Setting the referee to be an opponent or as someone's teammate may make it to where he doesn't count pinfalls or counts slowly.

Made the final update on the values for the Player Modifier. Found some interesting characters that aren't normally selectable in the game. You'll find Earl Hebner (the referee), the Create-A-Taunt guy, The Green Model, Blue Model, Yellow Model, Red Model, & a number of wrestlers with different attires, referee shirts, & their own T-shirts with logos on them.
