Hey all, I'm new here. I'm posting cause I worked out a code that I haven't seen posted around anywhere.
The official Game Genie codes only allow you to get Super Sonic with 1 or more rings, but with a lot of tinkering I managed to figure out how to get it to work without any at all. It's gotta be done with a combo of codes, but it works for the Super and Hyper forms of both Sonic and Knuckles, in regular S&K and also in S3&K.

AANT-CAHL (become Super/Hyper Sonic with 0 rings) AB6A-CADA (become Super/Hyper Knuckles with 0 rings) AAPT-CACT (make 0-ring Super/Hyper transform last more than a second. It freezes your rings at 0 if you transform with 0, but if you transform with 1+ the on-screen ring count freezes even though it's actually still counting down) NTPT-CA50 (don't use up rings to maintain the transformation. This code has the side effect of normalizing the behavior of the previous one: when you collect rings they are counted as normal, regardless of whether you transform with 0 or with 1+)
