The Galoob code "Money doesn't decrease for most types of spending" doesn't include city expenditures, which are taken out on a regular basis.

@rimsky82, I please if you can fix some official Galoob Codes because I found they are non-working or don't work right:
Mega Man 4 (NES) - Infinite "Energy" Pods On Pick-Up GXNPZTVG
I'm started the game several times with this code enabled and I can't see it have any effect in the game.
Mega Man 5 (NES) - Mega-Jumping MegaMan PEXETAIA + NNUELEUY
While this code is enabled Mega Man's jumps are with 0 height, i. e. he practically can't jump with this Galoob's GameGenie enabled.
S.C.A.T. - Special Cybernetic Attack Team (NES) - Shorter Immunity APKSEGAG
This code don't work because it don't affect any addresses in the game. When I load a ROM of the game in my FCEUX 2.1.5, open the Game Genie Encoder/Decoder Tool and I enter Galoob's GameGenie code in "Game Genie Code" field, the "Possible Affect Rom File Addresses" field doesn't show any ROM addresses, it is blank.
Tetris 2 (NES) - Start And Stay At Speed Of 25 TEXAKYPA
This code has no effect in the game - it does nothing.
Tetris 2 (NES) - Speed Doesn't Increase AAUEUSSO
This code is corrupted - it also don't affect any ROM addresses. The Game Genie Encoder/Decoder Tool in FCEUX show a empty "Possible Affect Rom File Addresses" field without any ROM addresses shown.
Sonic the Hedgehog 3 (Sega Genesis) - 1 Blue Sphere Needed For Chaos Emerald ACGA-AA8T

Right off hand, I can tell you that you are most likely using different versions than the Galoob codes were written for. Try looking for alternate codes or other dumps (Rev, PRG) if you are using roms, or if you are using real hardware, try to use a different cart that may or may not have a slightly different label.
No "Possible Affected Rom File Addresses" means that it did not find the compare byte at any of the possible areas of the rom, which suggests what I just mentioned. The same for not working codes. Test them all again using my suggestions and repost any that still don't work, and I (or someone else) will look at them.
Reading about compare bytes, prg revisions, and mappers should help instruct you as to why this happens.
The new gamehacking.org will arrange codes by rom crc, so that confusion such as this will no longer happen.

NOTE for the second: The value can be changed to whatever you want. 0 would be $100 less, 1 is the original, and anything more is added. This affects everyone, so the outcome of the game won't change, just the money values.

Really? Why couldn't I find a proper Game Genie infinite health for Metroid? I realize that Galoob has a code called "Minimum health of 30" but all it does is prevent writing of the energy value (tens place). I just don't like it.

This code works by making sure 0x00 is always subtracted from the current energy value.
I wrote a Game Genie code making tutorial, with this code as the target. I'll post it after I read over it in the morning and make sure I didn't screw something up.
EDIT: Had to add a second code for lava. Ugh, I was hoping to have a single coder.
