how to import codes from PC to PSX cheat discs

I'm looking for a PC utility to mass-import cheat codes into a PSX Codebreaker|GameShark savefile.
(something like cb2util)
I've only found this tool for Xploder, but i'm not sure how to use it...

All these tools used to compile some ROM to upload to some cart.
Since i'm not using the real console actually i can't use this method, i need some way to transfer codes using the memory card...

With MemcardRex i can export the individual save, but i cannot edit it easily...
I need something like a savegame editor.
