Okay what file format should I use and where do I put the exported file? I am using psx or pcxs for a emulator. Sorry for all the questions btw

No problem, I downloaded those saves & they can't be imported sadly, try the code from CheatCC. I don't have any more suggestions right now, sorry.

I think the issue with the cheat codes were that i didn't copy them correctly so i'll retry

The game is mod-protected. So, you need to have the "Enable Code (Must Be On)" code on at bootup to bypass the protection (the warning screen you see). That applies to using and hacking any codes for the game.
