For roms or rather ISO images you're on your own as we don't allow links to these things or sites, try google and torrent sites. The emulator that has some playability is http://www.emucr.com/2012/09/jpcsp-svn-r2718.html but it doesn't play everything and is always being updated.

why you want play psp game on pc?

its would look bad anyway.

So i can use cheats.

you can soft mod your 3000 with Pro firmware or LME for OFW 6.60 and use cwcheat

Warning Do not use CIPL_Flasher (CANNOT use on 3000 models) it will brick 3000 for good
