I don't know for sure, but I would assume the best way to do that is to load up the saved game from vba with a flashcart on one gba and trade it to the other.

If there's a way to use a link cable from the computer from VBA in conjunction with a GBA then it could be done since trading requires two GBA's and a link cable.
Edit: I doubt there's one though.

They would have to build it into vba. I have a usb-gba cable meant for flashing my f2a, but vba would need to know how to communicate with those drivers in order to do that.
