Can Hex Workshop v6 edit roms and iso's?

I have this hex editor and it edits data on files i wanna know if it can permanently alter game data like ff tactics advance's tech lists to have custom moves like
- all combos
- adrammelech
- Omega
- Alpha
- Magi
- Mateus
- Bad Breath
- Azoth
- Lightspeed
- Firestream
- Angel Whisper
- White Wind
(a mp cost mod. , max move stat, Abate, Law Shift tech's would be nice too!)
And Dissidia's ex core rate increased!!!?

you probably can but I couldnt tell you fist hand on how to do it, but is that the gba FFTA or the newer NDS FFTA2 ? is if the NDS there is a editor for the rom available here http://gbatemp.net/index.php?download=1297 .

fftadvance 1 & 2!

I would like to edit ffta 1 & 2 but the moves i mentioned are for 1!!! The ffta2 editor descrip. says for text can it really edit/add moves to tech lists too!!!

edit: it doesn't work for ffta2 english ver. i suspect all it is is a text translator from jap. to eng.
