Hacking a .bin file with Hex Editor (New to Hacking, Killing Floor 2)

Hello! I am certainly new to hacking, and even newer to HexEditing. Long story short, I would love it if someone taught me how to read a particular file contained in this game, this file in particular is called "balance_tweaks.bin" and it's a file that is easily hackable which contains the Whitelisted mods/mutators that won't unrank a server if said server is using them. Several users have already managed to hack said file but they refuse to explain how. If someone would be so kind as to walk me through the basics, I think I can manage. Thanks in advance!

While I did understand the video you just linked, the file I am trying to edit is not a save file with values like currency, health and other stats. It's a file which apparently contains a value that might render a particular server 'de-ranked' and unable to gain 'experience'. I am mostly trying to read and understand this file.
