The codes you provided should be ending with 6363 as opposed to 0063, one of the 63 is for max and the other is for current. I have made the codes you requested and all you need to do is Rename your codes to for example:
Slot 1 Max Quantity instead of a Specific Skill name as we can mod them in any order with the following codes. I also put the names of which characters can use the skills, not sure if Medice will work for Chaz without it freezing.

Coincidental! Phil I added your codes and took the liberty to rename them and add all 8 slots and I also added Seth to the list of characters on the main site.

Well, thanx, Helder! I made them in somewhat of a hurry, without much time to check'em out for quirks & glitches. I DID find that by giving one char's skill to another, it froze the game when attempting to use that skill. Thanks to YOUR work, I now have time to see if, using your modifications, it's possible to give any char any skill, etc!

(I've been ill lately, but I'm now good to go, and can spend s'more time hacking, etc.)

UPDATE:

Looks as if it's a matter of trial and error about giving a char the skills of another char. For example, I successfully had Chaz use Legeon, but the game froze when I tried to have Alys use Crosscut. I'd say that most of the time, a char can't use a skill that isn't compatible with his/her weapon. Luckily, in this Age of Emulators, we can save our games for quick renewal of a given code, etc. crashes it.

And thanx for adding the Seth codes. Most of us don't use him very much, so when I made and entered the other Stat codes years ago, I didn't bother to add anything for Seth. I shoulda been thinking of those few players who might wanna keep Seth around for awhile.

Helder, it appears to be a matter of compatibility with a char's weapon, with some randomness involved. For example, I gave Alys Chaz's Crosscut, and when I used it, Gryz appeared to deliver it! It worked several times, then the game froze. I gave Chaz the Flaeli skill, and he used it normally quite a few times, and then froze. This has happened several times with other chars and Skills as well. it appears the safest course is to give each char his/her own Skills. Using your codes, you can start each char with every Skill they could obtain in normal manner, with infinite uses.

However, I've NOT encountered any glitches so far in mixing Techs among the chars. I gave every char the Megid tech soon as I acquired each char & used it with no prob. I'll post any glitches

After further experimentation, I've found that I can give any char any TECH with no probs. However, giving a char any SKILL besides his/her own can cause glitches and freezes, sometimes entirely at random. Any list I could make of what char can use what skills besides the ones they have in normal gameplay would be wrong, as the glitches may or may not occur in a given game session.

Let me just say that one may interchange SKILLS among the chars at the peril of the game freezing, but I've not had any probs interchanging their TECHS. However, given the skittish nature of Genesis games when using GG pr PAR codes with them, that I can't guarantee a game will never freeze when interchanging techs. Thus, I encourage all players using these codes to SAVE THEIR GAME OFTEN!

And again, my thanks goes to HELDER, whose hard work produces the "Skills" codes, which enabled me to make the "Techs" codes without much difficulty. Helder unlocked the door; I merely stuck my foot in the door he opened!
