here are some game genie codes I've come up with for Sonic and Knuckles & Sonic 3 [U]:

KCMT-AA5A Red spheres do nothing - touching them will not take you out of Special Stages; just walk all over them with this code enabled
RLMT-AN7R + R0MT-A60J Walk over the White & Red Star Bumper Spheres (and Yellow Spheres) in Special Stages. with this 2-part code enabled, bumper spheres will not bump you backwards and the yellow spheres won't have any effect on you - won't make you bounce high
