After doing some digging, I found the "Build Anywhere" code for C&C:RAR.
I didn't create this code, I just found it on a website. I don't know who created it.
Press Select to build structures anywhere

NOTE: When you have a structure ready to be built, move it anywhere away from your base, & press Select. The sqaure will turn from red to gray, which will allow you to place it there. This will also allow you to build structures on the enemy's base without having to capture a building first. Even with this code, you still can't build a land-based structure in water & vice versa for the water-based structures.
What makes the code fun is if you have the enough of the map exposed, & you see enemies moving toward your base, you can build a massive network of walls to distract or reroute them. I used to plant walls in front of tanks & the would sit there just trying to destroy the walls. I also like sealing the enemies up in their own base.
