I know the disksys.rom is used to play Japanese Famicom Disk System games. But what is the gg.rom used for? What does the gg.rom do?

Yeah, wrong forum. You don't need the gg.rom because FCEUX already takes Gamegenie codes on its own cheat menu and the disk system rom is found on any FDS romset.
