    You need to activate the master code and region bypass code done by Chemist for the graphics to work properly.

      Because I want to let the streets of rage online hacking member like miguelo/cabo-hicks (in bombergames forum) to figure out and wait for the releasing of hacking version of streets of rage 2 (playable enemies edition).

        I assume these codes should be coverted to Game Genie to be added to the database, since these are ROM addresses, not RAM addresses.
        Some mod correct me if I'm wrong.

          These codes are pro action replay codes which are also rom address codes found in streets of rage 2 (U) rom.

          I have updated the game genie codes. Please update the codes to databases. Thanks.

                  Added your GG and your PAR codes.
                  It seems you don't fully understand what a ROM and a RAM address is.
                  A PAR code or a RAM address in the Genesis looks like FFXXXX:AA where FFXXXX is the address and AA is the value.
                  Now you converted these RAM addresses from "Select Weapon P1 Master Code 1" to "Boss becomes Shiva " and the code "Player 1 score increases rapidly " to GG codes. These are RAM addresses, so they can't be converted to GG codes, because GG codes are encoded ROM addresses. These codes are usefull as PAR codes, but they can't be converted to GG codes.
                  On the other hand the codes from "Max looks like Boss character master code" to "Skate's sprites changes to shiva's sprites" are ROM codes, so they can be converted to GG codes.
                  Is this clear?. If not don't hesitate to let me know, and I'll try to explain it in another way.
