I've been making lots of regional lockout bypass Game Genie codes lately and I've organized them all into a file. Instead of listing all the games/codes separately here, I'm just going to post the file. Then if someone adds it to the site, they can decide if they want to add each code to the database, or just add the whole file. Some of the codes are already on GSHI.

What's New ver 0.5: Ecco - Tides of Time, Street Fighter II: SCE, Super Street
Fighter II, Donald Duck In Maui Mallard, Cheese Cat-Astrophe Starring Speedy
Gonzales, Soleil, Tinhead, and added new section on 50/60 hz compatibility
(section 3).
What's new ver 0.4: Aah! Harimanada, Bishoujo Senshi Sailor Moon, Doraemon,
Lightening Force, Outrun 2019, Pac-Man 2, Sub Terrania, Virtua Racing.
If you have a game/cartridge from a different region and you get a screen that
says something like: "DEVELOPED FOR USE ONLY WITH ....", or some other screen
that won't let you play the game because it's from the wrong region, then the
Game Genie codes below should solve your problem.
Note that if there is a master code for the game, you will probably need to use
it. The master code bypasses the checksum routine.

lockout bypass code, and two are special codes to prevent the game from freezing
when you beat a boss, or get a "1-up".

Section 2: "Semi" Universal Regional Lockout Bypass Codes...
If the game that you want regional bypass codes for isn't listed above, try
the codes below.
If you have a game cartridge from a different region and it won't play on your
console, the codes below MIGHT allow you to bypass the regional lockout. The
codes below will *NOT* work in many cases.
All these codes do is change the country ID letter in the Genesis ROM header,
but not all games use that letter to determine the region.
EAAT-BL1T
"USA" (U). This code will make some non USA cartridges work on a USA Genesis
console. Try this code if you have a US Genesis console.
EAAT-AL1T
"Europe" (E). This code will make some non European cartridges work on a
European Mega Drive console. Try this code if you have a European Mega Drive.
EAAT-AY1T
"Japan" (J). This code will make some non Japanese cartridges work on a
Japanese Mega Drive console. Try this code if you have a Japanese Mega Drive.
Note that on some games, this code will only work on Japan "NTSC" systems, and
not Japan/Hong Kong "PAL/50hz" systems.

Here's a partial list of European/PAL 50 hz cartridges that WON'T run properly
on a US NTSC 60 hz system (Genesis), even if you use regional bypass codes...
-Story of Thor (E)
-Toejam & Earl in Panic on Funkotron (E)
These games will have music that plays at the wrong speed and/or the screen
will keep rolling. Not very playable.

Here's a partial list of European/PAL 50 hz cartridges that WILL run properly
on a US NTSC 60 hz system (Genesis), if you use regional bypass codes...

-Streets of Rage 2 (JE)
-Super Street Fighter II (E)
I would assume that the NTSC/60hz versions of these games (above) would run
properly on a 50 hz system (with a regional bypass code).

Here's a list of cartridges that I *THINK* will run properly on either a 50 hz
or 60 hz system if you use regional bypass codes (but I'm not 100% sure)...
-Art of Fighting (U) should run on 50hz system (if you use bypass codes)
-Daze Before Christmas (E) Should run on 60hz system (if you use bypass codes)
-Megaman the Wily Wars (E) Should run on 60hz system (if you use bypass codes)
-Pac-Man 2 (U) should run on 50hz system (if you use bypass codes)
-Shining Force II (E) Should run on 60hz system (if you use bypass codes)
-Shinobi 3 (U) should run on 50hz system (if you use bypass codes)
When I say that I'm not 100% sure that these games will work in different
regions, all I mean is that I made the codes for someone else and I know the
regional bypass codes worked, but I can't remember for sure if they said that
the game ran correctly (ie. sometimes when you play a 50hz game on a 60hz
system, you'll have slow music and/or a rolling screen).
