Yes, though you might have to use something like an R3000 disassembler, find the code you'd like to patch, and either modify and try to reassemble, or directly hex edit the main executable to do so. I think CzarDragon was at one point toying with something that attempted to automate the entire process for you. If only he hadn't left the scene years ago...I'll try to dig it up.
[Update]: Eh, the closest thing I can find is his FF7DRC, which allows you to create your own debug room for FF7, but it's simply a RAM patching utility that uses GSCC's "upload file to memory" function, along with a GameShark. I'm pretty sure he at least began the project I mentioned, but I can't find a whisper of it on the 'net...
