That's how the code appeared in the box after I entered it. 0C is 'zero C', right?

I go to Cheats, Cheat Console, then at the bottom-left I enter 0023 in the address and 0C in the value. Then 'Add'. It appears under Active Cheats as *0023=0C.

exactly, and yes, it's zero, in hex doesn't exist the O just the zero.
