If they are RAM codes and they don't begin with FF, then you may be out of luck for now. I don't know of any emulators that support that type of RAM code yet.The Code Hut: http://codehut.gshi.org/

Interesting, that's good to know, thanks. I was just a little confused because I found a post on here which spoke of creating pro action replay pro action replay codes, but then I was like, "Okay, but then how do I use them?" I forgot about Mame, so you might want to check into that. There was one or two other emulators that were rumored to start supporting those types of Sega CD RAM codes in the future, but haven't heard anything about it recently.
You can also patch changes into the ISO/ROM file and use cheats that way, but it's not as convenient as just entering codes into an emulator.

I am not sure if Windows 10 has any emulators unless it is provided by the game developer himself. If you don't find it, you can check with Microsoft.
