Using raspberry pi 3 pc engine cd

I was just wondering if there is a way to apply cheat codes 2 TurboGrafx 16 and PC engine CD games using retropie on a Raspberry Pi 3? I just love it when people have YouTube videos where it shows them doing it in action but don't explain how to do it what's the point then? If there isn't any way to do it that's fine I just wanted to know thank you
