make enable code / must be on

i want to know how to make enable code for emulator PicoDrive :v1.51b r1.12 for PS2 like this;

Enable Code (Must Be On)
90308F00 0C0C236A

PAR RAM Code
6032F6E4 000000xx
00000001 0000yyyy + 500HEX

Only PAR RAM codes starts with FFyyyy:xx will work.

Please helps. i want to learn and make it for another emulator

to me he should make the codes for PS2's TempGBA and ReGBA. since gpsp PS2 don't work because of the config that show me a loading screen as if i click on the emulator
