[Request] Phantasy Star Online III - All Cards Saveable

I am looking for a Action Replay code that would, on the Dolphin emulator, unlock all cards in Phantasy Star Online III for GCN and allow the unlocked cards to be saved when saving the game. I have the code from a 10 year old forum post elsewhere, but have had no luck saving the unlocks to a dolphin GCN memory card file.
