soul blazer code problem

when i tried using this code today on soul blazer on the snes9X emulator

All Monsters In Lairs Are Already Dead DFEB-0F94

it did not work at all

so what could be wrong then

this is what code saids to do for that 1 code i am trying to make work

Start a new game and all monsters from lairs are already dead. Just step on the green dots.

does it mean do not enable the code until i start the new game

because this code never worked for me at all
