Yogi great balloon blast

i was checking out this game and i found a couple extra characters a couple were from the E/J version of the game but Dexter and Dee Dee are totally scrapped any idea how i can fix the misplaced parts?
the parts should be on the body in the corner not in the middle
include extra characters in character select screen

i was able to fix the character faces with the codes

how ever i cannot figure out how to get a game genie code from it
and only Dee Dee's Idle animation exists as far as i can see
