I saw that the only code for this game is a game genie code to get to the developer's menu. There are no infinite energy/life codes like most games have. I tried to hack a few, as I have been moderately successful with GB games, but no such luck on this. I find it hard to believe with Ironman's popularity that this game has been simply overlooked, so I am wondering if it is just one of those games that it is impossible to make cheats for?

Probably because it's one of the worst games ever.
I found the inf energy code, and I'm pretty sure you did too. You probably encountered two codes, one of them didn't work and the other one gave you an "invalid gameshark code" or something. That's because VBA's cheat engine sucks. If you open the game on another emulator, the inf energy code should work. If the code starts with a "90", then change it to "01". I don't know why VBA starts gameshark codes with a "90" sometimes, but with "01" it should work.
Anyway, I found an invincibility code too, in case you want it:
