Which emu to use for Turbografx RAW codes?

I'm trying to use infinite energy cheat for Darkwing Duck:

I'm using MagicEngine emulator, the code sort of works, but it makes enemies invincible too.
It doesn't allow me to enter B9 as value, only numbers (I entered 9).
Which emulator is best? Tried PCEjin, but it crashes as soon as I enter code.

Use Magic Engine. It doesn't accept hex values, so enter decimal ones. The reason why the enemies are also invincible is because you are using both codes. Only use one. Also, play on Easy.

Holy shit this game is one of the worst games I have ever played. Even worse than ET and Superman 64.
