if Gens/kega didn't suck so much for making cheats I would make the code to give enemy troops zero energy myself.

Have you tried to use Cheat Engine?
That's what I use for RAM searches for every emulator I use.

You're right about Fusion's cheat searcher sucking, I use it only to convert a found address in CE to a normal PAR code.
Once you've found an address in CE, just set the value to 9 and use Fusion's searcher to find 9, then change the value to 8 with CE and Fusion will find the PAR code in just 2 scans.
