code addresses ending in even digit (0,2,4,6,8,A,C,E) can start with either 8 or 3. Code addresses ending with odd digits (1,3,5,7,9,B,D,F) can only start with a 3
8 started codes can have a value of 0000-FFFF
3 started codes can have a value of 00-FF
