Problem loading page constantly for about 1 month now, along with Insecure Connection

I keep getting a time out error here, and it's very random. 1 minute the site is fine, and then for 10 minutes no amount of clicking or refreshes goes anywhere, and then it's working again, and shortly later it does this again for 5 minutes, and then it's back again. It's just a constant unpredictable on/off thing for the site. Is something happening to it? It's very hard to miss when it's like this more than half the times I try getting here every day. Sometimes when it's slowly loading, it does insecure connection, and then switches to the timeout error 10-30 seconds later.

EDIT: I haven't been able to connect 4 about 4 hours now. Seems like there's a random 1-2 minute window and then down again for entire hours. Was bad in the previous few days too. Been trying to get to 1 thread for days now.
