What they mean is to post appropriately in appropriate threads. You can talk about almost anything you want, as long as you post it in the appropriate subforum and thread. That means, for example, in a thread like nolberto82 codes, that is a thread where only posts that consist of his codes and other peoples' code requests should be posted... that's it. Another example, in a thread like ReyVGM's Hyper Neo Geo 64 MAME cheats request, only posts pertaining to his request should be posted. If you want to talk about stuff that doesn't pertain to a thread's subject, then you are always welcome to create a thread in The Lounge to chitchat whatever your heart desires. The description of The Lounge states: "Come in here to hang out and talk about whatever you feel like."

SilentKiller is not good dood. In fact, he's not just naughty dood, he's badood too. Yes, SK did contribute good cheats and during the early period of his membership he did behave nicely and normally. But at some point down the road, he changed his behavior from good guy to naughty dood. Then he changed his behavior from naughty dood to badood. Now, considering one of your trademark slogans 'I dunt talk to bad guys', I would have thought you would understand that. If not, then you should change your trademark slogan to 'I dunt talk to bad guys, except SillentKiller). Your repeated suggestions that SK was a victim and a good guy, is just not true. You seem to bring up or talk about SK every time a member gets warned or banned... acting as if SK was the victim of the staff treating him poorly... but the reality is that it's the complete opposite....
