Hey there, I'm still alive. The problem is that I really haven't had time to maintain the command.dat since I started running strategywiki.org around 2008. You can see that we have a huge library of fighting commands there as well. However, that will only help you if you have a tablet open to the right page while you're playing MAME (something I do quite regularly.)
For a time, Fabricio da Silva Coroquer was maintaining an alternate command.dat which was stripped of every game that was not a fighting game over at http://mamecommand.blogfatal.com/ but he seems to have stopped around 2010.
In Feb 2012, someone merged the latest Fabricio command.dat with the official dat file and release the product at http://www.emulab.it/forum/index.php?topic=799.0 That's probably the best you're going to do for now.

The command.dat is a file that allows you to view, among other things, the individual command lists for your favorite fighting game characters. Say you're playing Street Fighter II and you don't know how to do Ryu's dragon punch move. Or say you have a friend over who has always wanted to try playing as Terry Bogard in King of Fighters 2000, but doesn't know the moves. With the command.dat, you can have an in game instruction manual to essentially every game that MAME supports.
