Open the image in an image viewer and zoom out, it makes it easier to see the effect.

Unfocus your eyes and look through the image, when the 2 dots at the bottom look like 3, you've got the right technique. It can take a while to see the image, sometimes it helps to look at the solution first so you know what to look for. Other tricks that can help are to blink your eyes several times and to try looking at it cross-eyed.
