There was always going to be a tie-breaker (it was mentioned in the first post of http://gshi.org/vb/showthread.php?t=3099). How else would we determine the winner? Keep playing until someone wins all three? That would probably never happen.
It's true that there may not be a third player capability for NES netplay (to be honest, I haven't even checked yet), but we also haven't been using that capability in MAME. However, if there is a game similar in play to Galaxian for MAME (such as...Galaxian for MAME, heh), with two player competitive functionality, that will do fine, and allow us the ability to have a spectator (I'd check, but I'm still at work for another 30 minutes or so). The NES version of Galaxian allows two users to take turns until someone loses all three lives. Whoever dies with the highest score wins.
