The costs of videogames is reflected by the fact that developers and publishers are enabled to make their money on new copies before they are sold secondhand. Once they are secondhand, they stop making money. The second reason is consumer expectations.

I'm not sure I'd call it "most" console games. To me, "most" console games that come out are half-completed and we end up being the beta testers, and then a year or 2 later after they've fixed some bugs and added in all the DLC, then it's a complete game. All new games that come out are only half-made games.
