Bungie promises to rebalance Destiny 2's loot boxes, raids

In its first development road map update of 2018, Destiny developer Bungie is promising to rebalance Destiny 2's micro-transaction and raids systems to give players more satisfying rewards that are less dependent on luck.

Weren't people calling Bungie out because they verified it's a cheap crappy loot system that was intentionally designed to cheat the players? I was certain I saw it on reddit or here where people found out what Bungie did and nagged them hard about it.
