They people who provide the hosting don't pay much attention to the health of their servers for a start. The guy that actually owns the site visits it maybe quarterly, so when it goes down like this, somebody has to track him down on Facebook, IM, Skype, whatever and point out that it's broken so he can complain to the hosting company, or go figure out what broke the site and make updates. A few of us have access to the site control panel, which is useless if the databases are gone or the site is 503ing like that. A couple of others also have limited FTP access, but that's it. About all you can do with that is retrieve a backup made from the control panel or delete the CMS and forum software. -
