Hmm, seems like codetwink is down/upgrading, wanted to check this out (I used to use a spreadsheet to do the conversions, just paste in one type and it'll show the other type.)
This will probably only work with the emulator he's using, ePSXe, unless by happenstance another emulator structures its memory in a similar fashion. I have no idea if ePSXe keeps its PSX RAM segment in the same location every time it runs, or if it's guaranteed to do that between versions. In any case, save yourself a download, because all this tool does is add or subtract 0x7F574960 (subtract going from GS to CE, add for the reverse). I didn't use the exe version, but I don't see any reason to think the maker is doing something fancy like plugging into the emulator process to figure out where the emulated RAM is kept. He probably just wrapped a Windows dialogue around X +/- 0x7F574960 like the spreadsheet.
