Psvpfstools lets you decrypt the PFS filesystem

Decrypting the PFS Layer is already something that can be achieved via Vitashell on a hacked PS Vita. However, Psvpfstools runs the entire decryption task on a PC, without requiring a PS Vita. Being able to decrypt games is useful for things such as mods or fan translations.
