The tool requires Nodejs and ImageMagick. In other words, you’ll need to run it in a Linux shell or CygWin on Windows. Once the script has run on your input texture pack, you’ll need to copy he resulting files into your Minecraft texture folder. The read me on the tool’s GitHub gives details.
