ps2rd help

i cant seem to understand the install instructions withe ps2rd, um the commands im supposed to make for the lib config and libcheats do i like create a new text file and type in those commands, or do i do something different ?
oh do i put lib cheats and lib config in the ps2 sdk ee folder or do i just create a new folder saying lib cheats and lib config and put the new text document with the typed commands in them ?
