[Request][N64] Paper Mario (U) Chuck Quizmo Always Shows Up

I'd like to have a cheat code for Paper Mario (U) that causes Chuck Quizmo to always show up, and not randomly. I submitted a request on the main page
but I don't know if these are actually read, so I thought I post it here as well.
