    Police say the girl was starved in this Seattle home A former Albuquerque couple living in Seattle is under arrest for starving their teenage daughter.
    The abuse was so bad, authorities in Washington state say, the 14-year-old girl resembled a second grader.
    Officers say the girl, who weighed just 48 pounds, survived by drinking water out of a toilet. Her parents are accused of depriving her of food, drink and medical care.
    The teen's father, former Albuquerque resident Jon Pomeroy, and her stepmother, Rebecca Long, are both under arrest.
    "The mother's excuse was she has behavior problems and this was nothing more than discipline," Sgt. John Urquhart of the King County Sheriff's Department said.
    Police say a neighbor called 911 after hearing the girl screaming one night in August.
    The girl and her 12-year-old brother, who seems to have been treated much better, have since been removed from the home.
    Authorities say the girl was given only toast and six ounces of water per day. She would suck condensation from windows through a straw and even drink water from a toilet. That is, until her stepmother found out.
    "At one point her mother duct taped her hands behind her back and dunked her head in the toilet as a form of discipline," Urquhart said.
    Investigators say the couple had two dogs which were better taken care of than their daughter.
    "We had animal control come out and take custody of the dogs and the mother was upset because she had a kennel she wanted them to go to," Urquhart said.
    The girl's grandparents still live in Bosque Farms. They say they are in disbelief over what has happened to their granddaughter. A women at the residence said they hadn't heard from the girl in years.
    Pomeroy and the girl's biological mother met and married in Albuquerque during the 1990s. They later moved to Utah, divorced, and Pomeroy was given custody of their children.
