    Former Tropical Storm Harvey regained strength Wednesday as it approached the Texas Gulf Coast

    The U.S. National Hurricane Center said Harvey was likely to intensify as it moves over the warm waters of the Gulf of Mexico and arrive in Texas on Friday

    It could reach hurricane status as meteorologists predict potential historic rainfall over the next several days in parts of Texas and Louisiana

    Harvey may then stall or meander for a few days, leading to a dangerous flood threat in parts of Texas and Louisiana

    Texas Gov. Greg Abbott ordered the State Operations Center to elevate its readiness level, making state resources available for rescue and recovery efforts

    Abbott also preemptively declared a state of disaster for 30 counties on or near the coast to speed deployment of state resources to any areas affected

    Royal Dutch Shell, Anadarko Petroleum and Exxon Mobil announced they were curbing some oil and gas output at facilities in the Gulf of Mexico ahead Harvey

    If Harvey does strengthen into a hurricane, it will be first to hit Texas since 2008
