    To me, it's just modifying things in a game that you aren't supposed to be able to modify in order to gain beneficial effects. If I modify saves to get effects I didn't or can't gain normally in the game and it benefits me, it's cheating. If I used an glitch like the alchemy glitch to make super enchanted items in the old unpatched version of Skyrim, I'm cheating. If I directly modify game memory and assembly code to get effects, I'm cheating. If I discover unused levels or something that are just interesting to find and mess with, I wouldn't really call it cheating because I'm not gaining beneficial effects, I'm just finding interesting stuff left out of the normal game. Now if I'm using special characters not normally usable in a fighting game like Smash Bros, I'm not sure how much I'd call it cheating unless it's a clearly super strong unused character because otherwise they all just sort of have the same moves and stuff.
