    I'm pretty sure this isn't the legal proceedings for determining a mayor anywhere? Doesn't matter, they'll fold anyway. This is still hilarious even more than the the fact that they drove to wallgreens to buy a pack of cards.

    This is actually fairly common in small municipalities. Rather than having a runoff or otherwise redoing the election, the decision is made by a game of chance or a small number of ballots are cast by the local council or something. If it's a game of chance, the rule is generally that it has to be exclusively chance, so no draw poker, but you will hear of stud poker being used from time to time. Buying a new deck just ensures there isn't a possibility that the deck was tampered with, just like you probably wouldn't use a coin from one candidate's pocket for a toss.
