There's just something wrong with that particular program, IMO, if that is the case.

    1. It's not that big of a program.
    2. It does not consume that much memory.
    3. It doesn't load the entire contents of very large files, further conserving memory.

It just...runs slow, and is often unresponsive when attempting to shut it down.

I jumped ship to a little program called Frhed (stands for Free Hex Editor). It opens instantly, and has the same exact features (and then some) of HxD, with an even smaller memory footprint. Plus, it has a cooler desktop icon than HxD...
Try this, it's even faster than Hex Workshop and HxD. Also you get pretty good features in free mode. IMO it's the best hex editor out there, I have yet to find a better one.

you told me that it should be FF, right?
Oh, that code. I remember it now. Yeah, FF was the value to use.

I use to have that back in 2008 for 360 but sold it after getting Genesis Plus GX on my Wii.

because you need to add 10hex to the offsets

    0001FE2C to 0001FE3C

last thing the credits still belongs to original (PAR) hacker

I recently acquired another Model 2. I forgot how heavy the AC adapter was. It's been years since I booted up mines due to the Sega Genesis Collection and homebrew emus.
