Those of you with an SMS2 (and soon an SMS4) are able to dump your own 3DS game carts using the latest version of NEO 3DS SMS2 Backup Master. It should be stressed that this is only for the SMS2 (and soon for the SMS4), it will not run on a normal flash cart. As of this time there's no way to run the ROM dumps, but the save backup and restoration functions are usable.
